As Chief Operating Officer, Ms. Hice drives cross-functional alignment across the organization, ensuring strategic objectives are met and that VTC consistently delivers high-quality design and construction services for Baggage Handling Systems (BHS), Checked Baggage Inspection Systems (CBIS), and Security Screening Checkpoints (SSCP).

Ms. Hice brings more than a decade of aviation industry experience as a Project Director, combined with over 22 years of programming expertise as a Controls Engineer, making her a uniquely qualified leader across both technical and operational disciplines. Through her executive oversight, she ensures transparency in project execution while providing strategic guidance that upholds project definition, performance, and the quality of VTC’s deliverables.

Throughout her career, Ms. Hice has played a pivotal role in VTC’s most complex and demanding projects, contributing deep technical knowledge, operational insight, and lessons learned that consistently elevate outcomes. A recognized industry leader, she was instrumental in establishing EtherNet/IP as a standard for baggage system communications and continues to advance innovation within the security screening industry.

Mary Rochte
CFO, Secretary/Treasurer

Ms. Rochte serves as VTC’s Chief Financial Officer and Secretary/Treasurer, bringing more than 31 years of experience in accounting, financial management, and banking. Her background spans cost accounting, systems development, and controller-level responsibilities, making her a key driver of VTC’s financial strength, stability, and long-term growth.

As CFO, Ms. Rochte plays a central role in the company’s financial planning and operational integrity. Her disciplined leadership and high standards support effective project and program management across the organization. She is instrumental in shaping financial strategy, overseeing resource allocation, and ensuring compliance with fiscal policies and regulatory requirements.

Ms. Rochte’s longstanding relationships within the banking, insurance, and accounting communities are valuable assets to VTC, reinforcing the company’s reputation for reliability and excellence. With more than a decade of industry experience spanning project management, sales, leadership, and business development, Ms. Lang is recognized for her strategic insight and results-driven approach. In her role, she ensures that all business development initiatives align with VTC’s vision and deliver measurable impact.

Ms. Lang oversees strategic partnerships and market expansion efforts, bringing a proven track record of identifying new opportunities and translating them into long-term value for both VTC and its clients. She provides executive oversight of client engagement and leads the development of compelling, high-impact proposals.

Michael (Mike) Hedman
Director of Projects

Mr. Hedman brings extensive expertise in baggage handling system design, supported by a strong background in material handling automation. This combination provides a unique and practical perspective in delivering innovative, efficient, and elegant design solutions for VTC’s clients.

As Director of Design, Mr. Hedman leads VTC’s design group, driving innovation and providing strategic direction across all phases of project development. He plays a critical leadership role in shaping the mechanical, electrical, and controls design for Baggage Handling Systems (BHS), Checked Baggage Inspection Systems (CBIS), and Security Screening Checkpoints (SSCP).

Mr. Hedman oversees design strategy from pre-design through final submittal, ensuring seamless coordination among system design disciplines as well as architectural and engineering teams. He provides key input on system assessments, design reports, and both conceptual and detailed layouts and specifications. During construction, Mr. Hedman continues to support engineering activities through RFI and submittal review, risk identification, and quality assurance—ensuring design intent is preserved through execution.

Through his leadership, Mr. Hedman is instrumental in transforming complex concepts into fully realized projects while advancing innovation across the organization.

Mr. Radosavljevic is a results-driven project leader with more than a decade of experience managing complex initiatives across airport and airline operations, including program development, process optimization, and safety management. His hands-on background in airport operations provides him with a practical understanding of the priorities and challenges faced by today’s aviation stakeholders.

As Director of Projects at VTC, Mr. Radosavljevic oversees the design and construction of Baggage Handling Systems (BHS), Checked Baggage Inspection Systems (CBIS), and Passenger Security Screening Checkpoints (SSCP). He is responsible for ensuring that all project activities meet contractual requirements while consistently aligning with client expectations for scope, budget, and schedule.

Mr. Radosavljevic’s leadership emphasizes proactive coordination across internal teams and project disciplines, enabling seamless execution from concept through completion. His disciplined approach and commitment to operational excellence play a key role in delivering successful outcomes for VTC’s clients.

Jenny Rickner
Director of Field Services

Jenny Rickner is a results-driven leader with over 15 years of experience in project, program, and procurement management supporting complex aviation and federal infrastructure programs. She joined VTC as a Senior Project Manager and has since advanced to Director of Field Services, where she leads field execution and oversees project delivery across multiple sites.


In her current role, Ms. Rickner leads design-build initiatives for TSA contracts related to Checked Baggage Inspection System (CBIS) implementations and upgrades, overseeing system installations, integrations, and the performance of site leads and contractors. Additionally, she manages our team of Field Representatives to deliver construction administration services for the systems we design. Ms. Rickner works closely with cross-functional teams and stakeholders to ensure projects are delivered in alignment with scope, schedule, and budget requirements
while supporting design, construction, and system testing efforts.


Prior to joining VTC, Ms. Rickner spent over a decade with Parsons Corporation supporting the Federal Aviation Administration’s Technical Support Services Contract (TSSC). As a Regional Program Manager, she led multidisciplinary teams on multi-million-dollar construction programs, driving growth and ensuring efficient project delivery.

Joe Pharis
Facility Director and Technical Execution SME

Mr. Pharis has over 20 years of experience in the installation, integration, testing, and evaluation of screening and security systems, including Baggage Handling Systems (BHS), Checked Baggage Inspection Systems (CBIS), and Security Screening Checkpoints (SSCP). Throughout his career at VTC, Joe led design-build and construction efforts for TSA contracts related to Checked Baggage Inspection System (CBIS) implementations and upgrades, overseeing system installations, integrations, and site teams across multiple projects. Among his most significant achievements is the development and construction of VTC’s Airport Integration Test Lab
(AITL), a state-of-the-art facility dedicated to testing baggage handling components and security equipment to ensure seamless integration and optimal performance. Mr. Pharis provides strategic and technical leadership across projects, working closely with project teams and contractors to guide technical decision-making. This experience continues to shape his leadership, particularly in system validation, modernization, and innovation across VTC’s projects.


As Facility Director, Mr. Pharis oversees the operation of VTC’s headquarters, ensuring the building, systems, and technical environments function efficiently to support daily activities. He leads internal projects,
including facility upgrades, AITL installations, and infrastructure improvements, ensuring they are executed effectively with minimal disruption to our team.

Lindsay Ryan
(Corporate) Financial Controller

Lindsay Ryan is an accomplished finance leader with extensive experience in accounting, financial reporting, and organizational financial management across multiple industries. She currently serves as Corporate Financial Controller at VTC where she brings a strong background in financial leadership and
operational oversight to support the firm’s continued growth and performance.

In her role at VTC, Ms. Ryan is responsible for overseeing financial reporting, managing accounting operations, and ensuring the accuracy and integrity of financial data across the organization. Her role supports project- based financial tracking, budget alignment, and internal controls, helping leadership make informed decisions while maintaining compliance and financial efficiency.

Prior to joining VTC, Ms. Ryan spent over a decade at Composite Cooling Solutions, L.P., where she advanced from Project Accountant to Controller, and ultimately to Chief Financial Officer and Senior Vice President. In this capacity, she led financial strategy, reporting, and consolidation efforts while supporting business growth
and operational execution.
